HEIC (High Efficiency Image Container) is the format iPhones and iPads have used for photos since iOS 11. It stores an image at roughly half the size of an equivalent JPG, but support outside Apple devices is patchy, which is usually the reason you're converting.
Most browsers can't decode HEIC themselves because it's built on the patent-encumbered HEVC codec, so decoding happens online instead. Your photo uploads over an encrypted connection.
A little in theory, rarely in practice. Both HEIC and JPG are lossy formats, so re-encoding discards some data, but the difference isn't visible in normal photos. Expect the JPG to come out somewhat larger than the original, since JPG compresses less efficiently than HEIC.
