What is the difference between flipping and rotating?

Flipping mirrors the image, so text reads backwards and left becomes right; rotating turns the whole image around its center. Use Flip to correct mirrored selfies or scans; use Rotate Image to fix orientation.

Does flipping lose quality?

No visible quality is lost, because flipping simply mirrors the pixel grid. JPGs are re-encoded at high quality; PNG and WebP output is effectively identical to the source.
