Form SA310 is the Services Australia application for couples who want to receive loan payments under the Home Equity Access Scheme. The scheme is a voluntary arrangement that pays a non taxable government loan in fortnightly instalments, secured against Australian real estate you or your partner own. Before January 2022 it was known as the Pension Loans Scheme. Single applicants use a different form, the Home Equity Access Scheme single application (SA496).

What is Form SA310 used for
SA310 applies for fortnightly loan payments, and optionally advance payments, under the Home Equity Access Scheme. The loan is repayable to the Commonwealth, and compound interest is charged on the outstanding balance each fortnight. Repayment is secured by a caveat or charge that the Commonwealth registers over the real estate you nominate.
Payments continue until your loan balance reaches your Maximum Loan Amount, which is worked out from age and the value of your equity in Australian real estate. You can nominate a lower maximum, exclude an amount of equity from the calculation, and choose between a maximum rate, a percentage, or a fixed fortnightly amount. Your combined loan and pension each fortnight cannot exceed one and a half times your maximum pension rate. A No Negative Equity Guarantee can limit what has to be repaid when the secured property is sold, subject to the scheme conditions.
Who applies with Form SA310
This version of the application is for members of a couple. You or your partner must be of Age Pension age, and you must get or qualify for Age Pension, Disability Support Pension, or Carer Payment. You do not need to pass the pension income or assets test to be eligible for the loan itself.
Applicants also need equity in Australian real estate that can be offered as security, adequate insurance over that property, and must not be bankrupt or subject to a personal insolvency agreement. You must be in Australia on the day you lodge. Couples have to make a joint decision to apply, and both partners sign the form even when only one is applying. People who get Age Pension from the Department of Veterans' Affairs lodge this form with DVA instead.
How to fill out Form SA310
The application pairs several pages of notes, including the scheme terms and conditions, with the question booklet. Read the notes first, then work through the form:
- Confirm you have a partner and that you both understand and accept the terms and conditions set out in the notes.
- Provide personal details for you and your partner, including Customer Reference Numbers and residence information.
- Choose your fortnightly loan rate, either the maximum, a percentage, or a fixed amount, and request any advance payment.
- Nominate the real estate offered as security, with title details, ownership, insurance, and permission for the property to be inspected and valued.
- Have any third party co-owners, trustees, or company directors complete the witnessed declarations in Parts C to F where they apply.
- Provide bank account details, then sign and date Part A. Both partners must sign by hand after printing.
How to submit it
Return the signed application and all supporting documents together. You can upload them through your Centrelink online account, post them to Services Australia, Seniors Services, PO Box 7808, Canberra BC ACT 2610, or lodge them at a service centre. Lodging an incomplete document set can delay the application.
Services Australia encourages online applications through myGov where possible, and publishes an eligibility calculator and loan estimator for the scheme on servicesaustralia.gov.au. Seeking independent legal or financial advice before applying is recommended by the agency itself.
