Starting a job in Ontario usually means completing two forms on day one: the federal TD1 and Form TD1ON, the Ontario Personal Tax Credits Return. The TD1ON covers the provincial side of your payroll deductions, telling your employer or pension payer how much Ontario income tax to withhold based on the provincial credits you expect to claim for the year. It is completed in addition to the federal TD1, never instead of it.

What is Form TD1ON used for

Ontario collects its own personal income tax, and the TD1ON is how your payer learns which Ontario non-refundable credits apply to you. Your total claim amount from the form feeds into the provincial payroll deduction tables, so a higher claim means less Ontario tax taken off each pay and a lower claim means more.

Ontario's credit list is shorter than the federal one. The province replaced its separate caregiver and infirm dependant credits with a single Ontario caregiver amount, and it no longer offers a provincial tuition credit, so the TD1ON has no tuition line even though the federal TD1 does.

Who fills out Form TD1ON

For employment income, the provincial form follows your province of employment rather than where you live. If you report to your employer's Ontario location, you complete the TD1ON even if you commute from Quebec or Manitoba. Pension income works the other way: pensioners complete the form for the province where they reside.

Strictly speaking, you only need to file a TD1ON if you want to claim more than the basic personal amount, if your entitlements have changed, or if your payer asks for one. Skip it and your employer will simply apply the Ontario basic personal amount on its own.

How to fill out Form TD1ON

The TD1ON runs to ten lines, and every amount comes from the current year's version of the form, since Ontario indexes its credits annually:

  • Line 1: the Ontario basic personal amount, claimed by virtually every employee working in the province.
  • Line 2: the age amount if you will be 65 or older by December 31 and your net income is under the ceiling printed on the form.
  • Line 3: the Ontario pension income amount for eligible pension or annuity income.
  • Line 4: the disability amount if you qualify for the disability tax credit.
  • Lines 5 and 6: the spouse or common-law partner amount and the amount for an eligible dependant, each reduced by the dependant's income as the worksheet describes.
  • Line 7: the Ontario caregiver amount for infirm dependants age 18 or older, the province's combined replacement for the old caregiver credits.
  • Lines 8 and 9: amounts transferred from your spouse or common-law partner or from a dependant.
  • Line 10: total the claims, then sign and date the certification on page 2.

When to give it to your employer or payer

Submit the TD1ON to your employer or pension payer alongside your federal TD1 when you start, and again within seven days of any change in your entitlements. Like the federal form, it stays with the payer and is never mailed to the CRA.

If you hold two Ontario jobs at once, claim your provincial amounts with one employer only and check the more than one employer box on the second form, entering zero as the total claim.
