It depends on what is inside. Scanned documents and image-heavy PDFs often shrink by 50% or more because images hold most of the weight. Text-only PDFs, or files that were already optimized, may only lose a few percent, because there is simply less to remove.
There is a tradeoff. Text and vector graphics stay crisp and selectable at any zoom level, but embedded images are re-encoded at a lower quality, which can soften fine photographic detail. For on-screen reading and email the difference is rarely noticeable.
The PDF was likely optimized already, since many export tools compress images on save. Compression cannot shrink data twice without visible damage, so an already-lean file has little headroom. If size is still a problem, consider splitting the document or lowering the source image resolution.
The only limit is file size: PDFs up to 100MB are accepted.
