No. MP3 is a lossy format, so detail removed during the original encoding is gone for good. Converting to WAV only changes the container and stops further quality loss from re-compression. It won't restore anything the MP3 encoder already discarded.
Some audio editors, DAWs, and hardware samplers expect uncompressed audio and handle WAV more reliably than compressed formats. WAV also avoids any further generation loss if you plan to re-export the file multiple times during editing.
