VA Form 10182, Decision Review Request: Board Appeal (Notice of Disagreement), takes your case out of the regional office and puts it before a Veterans Law Judge at the Board of Veterans' Appeals. What is VA Form 10182 used for

Filing the 10182 asks a Veterans Law Judge to review the decision you disagree with. When you file, you choose one of three docket options, and the choice affects what the judge can consider and how long the appeal typically takes:

  • Direct review: the judge decides based on the existing record, with no new evidence and no hearing; generally the fastest docket
  • Evidence submission: you may submit additional evidence within the window stated in the form's instructions, but there is no hearing
  • Hearing: you appear before a Veterans Law Judge, typically by videoconference, and may also submit evidence within the stated window

Who files VA Form 10182

Claimants who disagree with a VA decision, including decisions on Supplemental Claims and Higher-Level Reviews, and who want a Veterans Law Judge rather than the regional office to decide the issue. Notices of Disagreement are generally due within one year of the decision date.

Board appeals involve strategic choices about dockets, evidence, and hearings, so this is a point where working with an accredited VSO representative or accredited attorney is especially worthwhile.

  • Claimant identification: name, Social Security number, VA file number, and contact information
  • Docket selection: choose direct review, evidence submission, or a hearing; you select one option for the appeal
  • Issues on appeal: list each specific issue you disagree with and the date of the decision
  • Signature and date, by you or your authorized representative

Board appeals can be filed online through VA.gov or by mailing or faxing the form to the Board of Veterans' Appeals using the submission details printed in the current form's instructions. Your accredited representative can also file it on your behalf.
