What is SF-3107 used for

The SF-3107 starts the FERS retirement process for employees who meet the age and service requirements for an immediate annuity. It is the application OPM uses to calculate and set up your annuity payments, including any survivor benefit for a spouse.

The application package includes companion documents: a certified summary of federal service prepared by your agency, and a spousal consent form used when a married applicant elects less than the maximum survivor annuity.

Who files SF-3107

The form is for FERS-covered employees applying for immediate retirement, generally in categories like these:

  • Employees who have reached their minimum retirement age with the required years of service.
  • Employees retiring at age 60 or 62 with the shorter service requirements that apply at those ages.
  • Employees taking MRA+10 retirement, accepting a reduced annuity in exchange for retiring with at least 10 years of service.
  • Certain special categories, such as law enforcement officers and firefighters, with their own age and service rules.

How to fill out SF-3107

Section A covers identifying information and your planned retirement date. Later sections cover federal service history, military service deposits, survivor annuity elections, life insurance continuation, and direct deposit details for annuity payments.

The survivor election is the decision to review most carefully: married applicants who elect less than the full survivor annuity need their spouse's notarized consent on the companion consent form. Because retirement elections can be difficult to change after the fact, many employees review the package with their HR retirement counselor or a financial professional before signing.

Deadlines and processing

There is no fixed federal deadline to apply, but the annuity commencing date depends on your separation date, and agencies encourage submitting the package well before your planned retirement, commonly a month or two ahead, so certifications and payroll closeout can be completed without delaying your first payment.

If you are still employed or only recently separated, the application goes through your agency HR office, which adds the certified summary of service and forwards everything to OPM. OPM then finalizes the annuity and may pay interim amounts while the claim is processed.
